Are Commissions paid in Government Tenders?

While the Indian Government has taken numerous measures to eradicate corruption in Government Tendering it is a fact that commissions still get paid in one form or another, for most government tenders.

Accordingly it is always a wise option to keep some margin of money factored into the commercial offer made by the suppliers / bidders.
